My niece is 17 now and she lost her mother when she was 13. She now lives with her Dad. He is getting a new life and I want to leggally adopt her so she will grow up (or grow older) together with my daughter her cousin like real sisters.

Is it even possible to adopt a grown teenager?

It is more than possible. Your niece can help petition the court and be adopted. She is at a age where she can choose. Even adults can be adopted.
