Ami, this is most likely a scam. A real situation, would require you to have a homestudy done, fingerprinting, and counselling. If this person is offering you their baby, and does not want you to go through a lawyer (and do not go through their lawyer, as it is most likely a scam)

Someone who will offer you their baby, without meeting you face to face, is obviously a scam.

They also, cannot ship a baby to you internationally, after your two or three other scams, I would think you would understand this. Any international adoption, requires you to have all the necessary paperwork, no exceptions. If they tell you its a Christian adoption, and these papers are not required, then they are lying to you.
Never send money to anyone outside (or within) the USA, with verifying that the information is real.
Do not even try to deal with someone outside the USA, and if there is a situation that is in the USA, meet them face to face. This may mean, you get on a airplane (at your expense) and go to the city of the birthmother. If you wish them to fly to you, you must pay this airfare. Get them to pay it, and reimburse them when they get there.
Just be careful. In the past we have warned you about scams, and you have come back to us, telling us that we where wrong, but in fact, Ami, we where only trying to help you, as we seem to know a bit more about how this works.

Ami, please do not proceed with this situation. It is obviously a scam. For you to beable to adopt legally from any country outside the USA, you need to have a current international homestudy (regardless of what they tell you) you also have permission to bring the child to the USA, and you have to apply for this, and not them. It takes months and months. Beside, there is no such country as Holland anymore, its called The Netherlands, and as it is, there are plenty of people in The Netherlands who are looking to adopt, so there is no need to look for outside people to adopt. As with any intercountry adoption, you must travel to the country you are adopting from, to pick up your child.
Ami, I know you have been scammed before, and let me assure you there is no way this is a legitimate situation.

Ami, this is indeed a scam. For you to adopt a child from "Holland", you must go to The Netherlands and reside there.
Here is the offical list of requirements. Please remember, this is what offically needs to be done, if the person who you are dealing with Carine Jack tells you differently, then you will know its a scam.

Adoption between the United States and the Netherlands is governed by the Hague Adoption Convention. Therefore to adopt from the Netherlands, you must first be found eligible to adopt by the U.S. Government. The U.S. Government agency responsible for making this determination is the Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS). Learn more.



In addition to these U.S. requirements for prospective adoptive parents, the Netherlands also has the following requirements for prospective adoptive parents:

RESIDENCY REQUIREMENTS: Prospective adoptive parents in the Netherlands must have Dutch residence permits if they are not Dutch nationals, and must live in the Netherlands.

AGE REQUIREMENTS: applicant(s) should be 41 years old or younger upon registration, although certain exceptions may be allowed up to age 44. Applicants must undergo health assessments, give permission for review of their judicial/police records, agree to obtain all required medical care and vaccinations for the child, and provide a surety for all costs related to the child and the adoption.

MARRIAGE REQUIREMENTS: Individuals, persons living together, and married couples may start an adoption procedure. Adopting a child jointly is only possible for married couples; it is not possible for persons living together and persons in registered partnerships. Although the Netherlands is a jurisdiction that recognizes same-sex marriages, adoptions by married same-sex couples are considered, by law, to be single-parent adoptions.

INCOME, OR OTHER REQUIREMENTS:
The age difference between the oldest parent and the child may at the time of the proposal not be more than forty years.
Applicant must vouch for all costs involved in raising and caring for the child.

Ami, I think, you know in your heart that this is a scam. I know you want to have another baby, but honestly, this is not the place to be advertising for a child to adopt. It looks like this Carine Jack is a scam, especially if they are trying to offer you a baby from Holland. Unless you and your husband want to relocate to Holland (or Netherlands) then youwill never beable to adopt a child. I think you need to get serious advice, from a adoption professional about what steps you need to do, to legally adopt a child in the USA. I have been trying to adopt for a few years now, and I have had to jump through hoops to try and adopt. This has meant many social work visits, figer printing, filling in applications, and getting my heart broken, each time I am considered for a particular situation.
