Sounds to me like allergies, specifically food allergies.
Ingredients in many lower end dog foods like corn, soy and wheat, eventually can lead to various intolerances as they cause the digestive tract to work overtime. From what I know, Beneful contains at least one of those 3 ingredients.
I feed both of my dogs Dick Van Patten's Natural Balance: Vegetarian Formula
www.naturalbalanceinc.com/dogf
ormulas/Vegetarian.html

Ingredients:

Brown Rice, Oatmeal, Cracked Pearled Barley, Peas, Potato Protein, Canola Oil, Potatoes, Tomato Pomace, Vegetable Flavoring, Lecithin, Flaxseed, Potassium Chloride, Choline Chloride, Inulin, Taurine, Natural Tocopherols, Spinach, Parsley Flakes, Cranberry, Lysine, L-Carnitine, Yucca, Kelp, Vitamin E Supplement, Iron Proteinate, Zinc Proteinate, Copper Proteinate, Ferrous Sulfate, Zinc Sulfate, Copper Sulfate, Potassium Iodide, Thiamine Mononitrate (Vitamin B-1), Manganese Proteinate, Manganous Oxide, Ascorbic Acid, Vitamin A Supplement, Biotin, d-Calcium Pantothenate, Manganese Sulfate, Sodium Selenite, Pyridoxine Hydrochloride (Vitamin B-6), Vitamin B-12 Supplement, Riboflavin (Vitamin B-2), Vitamin D Supplement, Folic Acid (Vitamin B)

I highly recommend it. It has no known allergens whatsoever.
Every dog I've ever seen go on this formula has done awesome and it has cleared up any and all of their skin problems.
You can get it from Petco.

And no, dogs do not need meat products to be healthy.
This food has all of the same and better vitamin and mineral content as the leading meat based food. My dogs are living proof :)
Supplement with Flax seed oil for an even shinier, more conditioned coat.

Note: Beneful contains beef also, a very common dog allergen.
