I'd say she's a normal four year old. Some kids start to lie frequently once they learn that they can do it - they want to see what they can get away with. My brother did it until everyone started ignoring what he'd said and assuming that he'd spoken the truth instead. As in, if he said "the sky is green," we would reply "yes, the sky *is* very blue today."
Try cutting out the sugar in her diet, then (if you can't handle an alternative diet for too long) re-add it one thing at a time. It took us a year to realise that a certain brand of sweet(/candy) was making my brother extremely hyper, he was perfectly normal once we cut it out of his diet.
