There are many special needs babies/kids in the foster care system. I would check there before going private, not only to save money but also because these children are in desperate need of homes. I say this because you particularly mentioned special needs. Should you adopt through "the system," they even provide subsidies to maintain the child(ren)'s medical needs once they are adopted.
